Matt Devlin was born into a poor family of Quakers in a small town in Southern California. He graduated from Duke Law School in 1937, practiced law in California, and then moved to Washington in 1942 to work for the federal government catching dogs. He got up to some dubious shit, got kicked out of office and is now back from a lengthy hiatus to clean up these streets.
